    Effectiveness evaluation of Chongqing Shipping Center project with cloud model and VIKOR method

    • An evaluation index system is formulated to examine the construction work of Chongqing Shipping Center project to see whether the project is on schedule. The index system consists of 7 first-level indexes and 20 second-level indexes covering both hard power and soft power. The 10 qualitative indexes are analyzed and evaluated by means of G1 cloud model. 10 quantitative indexes are analyzed and evaluated using CRITIC method and ENTROPY method individually and the weights of them are decided through game between the results. The evaluation of the 10 qualitative indexes is performed by means of VIKOR method. The final evaluation is generated through comprehensive analysis of the evaluation results for qualitative indexes and quantitative indexes. The effectiveness score of Chongqing Shipping Center project was 89.2, which is well representation of the actual situation of the project.
