A risk assessment method for aids to navigation based on entropy weights and TOPSIS model

Abstract
In order to quantitatively evaluate the risk of aberration in different sea areas, an evaluation model of aberration risk based on entropy weight-TOPSIS method was established, and the weight of evaluation index was determined by entropy weight method. Considering the spatial distribution characteristics of navigational signs, the water area of Qingdao Port is divided into 5 sea areas, and the risk assessment index system of navigational signs is constructed from three aspects: natural environment, channel environment and traffic environment. TOPSIS model was used to obtain the risk allocation progress of each evaluated sea area and to sort the risk magnitude. On this basis, the risk of navigation mark failure in each sea area was evaluated, and the evaluation results were compared with the navigation mark failure data. The distribution of the evaluation results was basically consistent with the navigation mark failure data, which verified the effectiveness of the model. This method can be used for the analysis and calculation of the navigation mark inspection plan made by the navigation mark management department, and provide data support for the design of inspection frequency and the formulation of navigation mark maintenance management plan, so as to improve the efficiency of navigation mark management.
