Navigational safety evaluation of offshore wind farms based on fuzzy AHP-DEMATEL

摘要: 为研究海上风电场对周边海域通航安全的影响,将决策与实验室评估法(DEMATEL)与层次分析法(AHP)相结合,并引入模糊集理论和云模型对其进行通航安全评价。从港口环境、自然环境、通航环境和安全保障等4个方面建立评价指标体系,利用模糊AHP-DEMATEL方法确定各通航安全影响因素重要度及指标权重,并利用云模型对系统进行定性评价。经过实例验证,采用该方法得到的影响因素重要度和评价结果与实际情况较为符合,表明模糊AHP-DEMATEL方法在海上风电场通航安全评价中具有良好的适用性,可确定对通航安全影响较大的指标,为相关主管部门提供参考。Abstract: To study the influence of offshore wind farms on navigation safety in surrounding waters,DEMATEL(DecisionMaking Trial and Evaluation Laboratory) and AHP(Analytic Hierarchy Process) are combined,and fuzzy set theory is introduced to assess its navigation safety.The evaluation index system was established from four aspects:port environment,natural environment,navigation environment,and safety guarantee.The fuzzy AHP-DEMATEL method was employed to determine the significance of navigation safety factors and index weights,and the cloud model was utilized for the qualitative evaluation of the system.The results indicate that the fuzzy AHP-DEMATEL method demonstrates good applicability and effectiveness in the navigation safety evaluation of offshore wind farms.This method can identify the indicators that have a significant impact on navigation safety and provide a reference for relevant authorities.
