Multi-objective optimization of offshore wind farm site selection considering navigational safety

摘要: 在考虑海上风电场建设对周围水域船舶通航安全影响的基础上,针对海上风电场选址涉及的风能密度和建设成本2个冲突的目标,从自然环境和交通环境两个方面对通航风险进行客观评估,并将通航风险作为约束条件,构建了海上风电场选址的多目标优化模型。运用带精英策略的非支配排序遗传算法(NSGA-Ⅱ)对模型进行求解,利用逼近理想解排序算法(TOPSIS)从Pareto最优解集中选取折中解。以海南岛西海岸离岸50 km内的海域为例,验证所构建的多目标选址模型的可行性与有效性,为海上风电场科学选址提供决策支持。Abstract: Based on the consideration of the impact of offshore wind farm construction on the safety of ship navigation in the surrounding waters,for the two conflicting objectives of wind energy density and construction cost involved in offshore wind farm siting,this paper objectively evaluates the navigational risk in terms of the natural environment and the traffic environment,and constructs a multi-objective optimization model for offshore wind farm siting with navigational risk as the constraints.The model is solved by NSGA-Ⅱ with elite strategy,and the compromise solution is selected from the Pareto optimal solution set by using the approximate ideal solution ranking algorithm TOPSIS.Taking the sea area within 50 km offshore of the west coast of Hainan Island as an example,the feasibility and effectiveness of the constructed multi-objective site selection model are verified,providing the decision support for the scientific site selection of offshore wind farms.
