Abstract:
Maritime traffic safety is related to the safety of people’s lives and property,affects the cause of maritime transportation and resource development,and is the key to national economic and social stability. The newly revised Maritime
Traffic Safety Law of the People’s Republic of China,which came into effect on September 1,2021,aims to maintain maritime traffic order and ensure navigation safety. However,the implementation of the new law still faces challenges,such as the ambiguity of legal provisions that may affect the uniformity and authority of maritime law enforcement,the imperfection of supporting regulations,and the lack of practical experience in the management of fishing vessels. Therefore,it is necessary to further strengthen the publicity and popularization of the new law,improve the relevant supporting regulations,promote the optimization and improvement of the joint governance system of sea-related departments,and build a more effective water traffic safety governance pattern. Based on the theory of collaborative governance,this paper discusses the safety management of marine traffic of fishing vessels from the aspects of actively exploring collaborative supervision mechanisms,innovating regulatory methods,strengthening information support,and deepening cross-regional cooperation,in order to consolidate the foundation of maritime safety and improve the efficiency of maritime performance through the special action of "commercial and fishery co-governance".
