Abstract:
Achieving the strategic goal of carbon peaking and carbon neutrality(hereinafter referred to as "dual carbon") is a well-considered major decision made by the CPC Central Committee since China entered a new era. It has not only become an inherent requirement for promoting China’s high-quality development but also a solemn commitment China has made to the international community. The carbon emission proportion of the transportation industry has always been at the forefront of various development industries in China. The reason lies in its status as not only a basic need but also an important link in national economic development. As an important part of the waterway operation and development of the transportation industry,ports and waterways should fulfill their obligations to reduce emissions and carbon while creating economic and social value,and seek suitable intelligent development paths and methodologies to achieve the dual carbon strategic goal. Due to multiple factors,the development of ports and waterways in Heilongjiang Province faces stricter requirements for the use of some low-carbon energy sources and related challenges. At the same time,considerations must be given to transportation cost,financial mechanism support,and breakthroughs in market mechanisms. Based on the current situation and intelligent development requirements of ports and waterways in Heilongjiang Province,and combined with practical measures taken during the current development process,this study proposes an outlook for the intelligent and low-carbon development of ports and waterways in Heilongjiang Province.
