Abstract:
The system for the risk analysis is built, with the indexes set according to Bossel Framework for Indicators of Sustainable Development. For ports in a province, the type and volume of pollutants, the receiving capacity for every type of pollutants, the treatment ability for every type of pollutants are selected as the indexes for risk evaluation. 53 questionnaire answers about the ports in a province are analyzed. The pollutants production and treatment capability are generally good. 39 ports in the province are evaluated as excellent and 14 ports are fair. No one is evaluated as unacceptable. The measurements of the indexes for surviving, energy efficiency, adaptability is at comparatively higher level, 3.91, 4.28, 4.13 respectively. The measurements for freedom, safety, coexistence is relatively low, 3.51, 3.58, 3,53, respectively. Some suggestion is given, aiming to improve the latter 3 indexes. The suggestions include increasing pollutants receiving container at dock side, expanding emergency equipment storehouses and adjusting the location of them, increasing pollutants treatment capacity and strengthen supervising.
