冰区船舶模拟航行设计与自动评估方案
Design of Teaching Program and Intelligent Operation Assessment for Polar Waters Navigation Training

摘要: 冰区航行模拟器的研发需要完整的需求方案,而国内具有丰富的极区水域航行经验的人员较少,业内无系统且全面的冰区航行模拟器研发需求方案可供参考。在分析《海员培训、发证和值班标准国际公约》(International Convention on Standarks Training,Certification and Watchkeeping for Seafarers,STCW)、《国际极地水域营运船舶规则》和国际海事组织(International Maritime Organization,IMO)示范课程等资料的基础上,借鉴冰区水域船舶事故类型特点、国外冰区航行培训经验和中国极地考察船航行经验,通过凝练极区水域基本培训模拟器强化训练的内容,设计典型模拟航行任务及相应的模拟场景,初拟冰区模拟航行的组织方法,构建关键评估指标和智能评估方法,为冰区航行模拟器的研发和相应的训练提供完整方案。该方案可作为极地船舶航行实训和评估指南,供海事主管机关、航海院校和航运公司参考。Abstract: The special simulation program for polar waters navigation training is developed on the basis of the author’s experiences and analysis of relevant rules. The rules of STCW(International Convention on Standarks Training, Certification and Watchkeeping for Seafarers) code, polar code and IMO(International Maritime Organization) model course are analyzed. The maritime accidents in ice-covered waters are investigated. The typical navigation tasks and training scenarios are designed and the program of training on simulator is formulated. An intelligent operation assessment index system is devised and the assessment method is recommended.
