大型邮轮失火后的安全返港能力评估研究

    Evaluation of homeward traveling capacity of a large cruise ship having survived a fire

    • 摘要: 为解决大型邮轮安全返港能力测试试验的过程复杂、试验对象单一等问题,通过分析现有大型邮轮失火事故案例,综合考虑失火区域、适航能力和人员素质等方面因素,构建大型邮轮失火后的安全返港能力评估体系,利用层次分析法(AHP)确定各维度影响因素的权重。在此基础上,应用模糊评价算法对影响因素进行理论计算,得出评价结果。以某艘载重量13.5万t的大型邮轮为例进行综合评价,计算表明该大型邮轮失火后的安全返港能力较好,与该邮轮安全返港能力实船验证的结果相符,为大型邮轮失火后的安全返港能力的判断提供一种方法。

       

      Abstract: An analysis method to evaluate a large cruise ship′s capacity for traveling home is developed in order to replace complicated and time-consuming physical tests. Existing records of fire accidents on large cruise ships are studied and an evaluation index system for mobility evaluation is built. The index system comprehensively reflects the situation of the fire site, seaworthiness of the ship, crew competence and other factors. The weights for the factors are decided by means of AHP(Analytic Hierarchy Process) and the evaluation result is derived through fuzzy calculation. A 135 000 ton cruise ship is examined to demonstrate the evaluation process. The evaluation shows the good traveling-home capacity of the ship in case a fire happens.
