低碳视角下集装箱港口与集疏运方式适应性研究

    Study on the adaptability of container ports and collection and distribution modes from a low-carbon perspective

    • 摘要: 随着国家“双碳”目标的不断推进,港口与集疏运体系均面临低碳转型压力,二者适应性关系被赋予了新的要求,为更好促进二者可持续发展,提升系统协调水平。本文基于低碳视角构建了集装箱港口与公铁水集疏运方式适应性评价指标体系,应用考虑非期望产出的超效率SBM-DEA模型计算各集疏运方式适应性效率值,并利用ARIMA模型对适应性进行了预测。随后为分析低碳发展对适应性的影响程度,设置了不同碳减排情景,计算不同情景下公铁水集疏运效率值与碳排放值作对比。最后应用复合系统协同度模型分析适应性的动态发展趋势。以宁波港域为研究对象,对方法的合理性和有效性进行案例验证,通过分析得出的研究结果与宁波港域集疏运发展现状基本一致,验证了本文所提出方法的可行性,可为港口与集疏运体系适应性问题研究提供参考。

       

      Abstract: With the continuous advancement of the national dual-carbon goals,ports and their collection and distribution systems are facing increasing pressure for low carbon transformation,which has placed new requirements on their adaptive relationship. To better promote the sustainable and coordinated development of both systems,an adaptive evaluation index system for container ports and road,rail,water collection and distribution modes was established from a low-carbon perspective. A super-efficiency SBM-DEA model considering undesirable outputs is adopted to calculate the adaptive efficiency of each mode,and the ARIMA model is used to forecast adaptability. To further analyze the influence of low-carbon development on adaptability,different carbon emission reduction scenarios are established,and the efficiency values and carbon emissions of road,railway,and waterway transport modes under different scenarios are calculated and compared. Finally,a composite system coordination degree model is applied to analyze the dynamic development trend of adaptability. The Ningbo Port area is selected as the case to verify the rationality and effectiveness of the method. The results are generally consistent with the current development status of collection and distribution in the Ningbo Port area,demonstrating the feasibility of the proposed method. This method can provide a reference for research on the adaptability between ports and collection and distribution systems.
